Visits by Heads of State

Diplomatic visits take several forms - State Visits, official visits, working visits and private visits - and can occur at different levels: Head of State, Speaker of Parliament, Head of Government, Minister of Foreign Affairs or other government members. Each type and level of representation involves a different programme and protocol.

Here, the focus is on visits by Heads of State, who are the counterparts of the Grand Duke. These visits can be incoming, when they take place in Luxembourg, or outgoing, when the Grand Duke is invited abroad by another Head of State.
State Visits

A State Visit represents the highest level of bilateral visits. It provides a privileged opportunity to strengthen diplomatic, economic and cultural ties between two countries.
Usually lasting two to three days, it is distinguished by its solemn nature and elaborate protocol, making it relatively rare.
By comparison, official visits or working visits are generally shorter and less formal. The precise arrangements - programme, protocol and logistical aspects - vary depending on the type of visit.

Programme of an Incoming State Visit
The first day traditionally begins with a welcome ceremony in front of the Grand Ducal Palace. The visiting Head of State and their spouse are officially received by the Grand Duke and Grand Duchess. Inside the Palace, a gift exchange ceremony takes place, followed, if the arrival occurs in the morning, by a private lunch offered by Their Royal Highnesses.

The afternoon is dedicated to official meetings: the visiting Head of State receives audiences at the Grand Ducal Palace with the President of the Chamber of Deputies, the Prime Minister, and the Minister of Foreign Affairs. They then attend, accompanied by their spouse, a ceremony at the Monument of National Solidarity, where a wreath is laid. The day continues with a formal visit to Luxembourg City Hall alongside the Grand Duke and Grand Duchess and concludes with a State Banquet at the Grand Ducal Palace.
The Following Days
The programme for the subsequent days is agreed jointly by the two countries. It may include cultural visits, trips to different regions of the country, as well as meetings related to the economy or innovation. On the second evening, the foreign delegation generally hosts a cultural event, such as a concert, exhibition or reception.
Finally, a farewell ceremony is usually held in front of the Grand Ducal Palace to mark the conclusion of the State Visit.
Outgoing State Visits
When the Grand Duke undertakes a State Visit abroad, he is accompanied by ministers and often by an economic delegation. The programme is also agreed jointly with the host country, respecting local protocol and cultural traditions.
